It has its secret headquarters in Paris under the Arc-de-Triomphe. Its chief is Prince Vrougnard des Alpiges du Tarpoin-Bossuet, nicknamed Monseigneur. Monseigneur is assisted by the lovely Polly Esther and the grouchy, cigar-smoking "Graffiti".
